Minutes, 1820-1873.

A municipality must keep a written record of the proceedings of the various meetings held by the city officials (Ala. Code 11-44-22 [1975]). This series consists of minutes of the Montgomery, Ala., City Council from 1820 Jan. through 1873 July. Topics discussed include local taxation of businesses and real estate; establishment and training of local militia and patrols; construction and operation of a city wharf; and efforts to restrict the movements and activities of slaves and free persons of color. Also included are financial records of city expenditures. Significant individuals who served as mayor or councillor from 1820 to 1873 include: Nimrod E. Benson, Perez Coleman, Walter L. Coleman, Benjamin Fitzpatrick, J. B. Gaston, John Goldthwaite, Samuel D. Holt, Francis McGehee, Andrew J. Noble, and William Sayre.

Holt was born 1803 Oct. 14 to Dr. William and Lucy Saunders Holt, in Elberton, Elbert Co., Ga. Holt graduated in medicine at the South Carolina Medical College in Charleston, S.C. He moved to Montgomery, Montgomery Co., Ala., in 1827, and practiced medicine there for nearly fourty years.
